
Welcome to the Allegheny Valley North Council of Governments
​​​The Allegheny Valley North Council of Governments (AVNCOG) is a non-profit agency established on December 6, 1979. We collaborate with other regional COGs to support communities with infrastructure and deliver services that benefit all communities. The AVNCOG provides support, resources, and services to 11 municipalities and three water and joint sanitation authorities (covering a total of 48 square miles) in Northern Allegheny County. Our organization was developed as a result of the Pennsylvania Intergovernmental Cooperation Act of 1972. ​​

We supervise the grant-seeking process and administration of opportunities for our municipalities, including:

Local ACT 152 Blight Removal Program;

The State Gaming & Economic Development Tourism Fund;

The federal Community Development Block Grant Program (CDBG);

The Local Shared Account GRANT (LSA);

Joint bids for Materials and Supplies.

We are dedicated to developing and delivering shared services programs, both within AVNCOG and in cooperation with other COGs in Allegheny County, county & state governments, and their constituent agencies in areas such as joint purchasing, shared equipment, and professional services to help all Allegheny County communities thrive.
